Android Safe Mode starts the phone with third-party apps disabled. Safe Lagoon does not run in that mode, so blocks and monitoring are off until a normal reboot.
Do not encrypt the device to "fix" this. Phones have been encrypted by default for years. That old walkthrough does not apply and can lock you out.
What actually helps
- Tamper-resistant install. Device Owner cannot be turned off or uninstalled without a factory reset, including after Safe Mode. Setup: Tamper-resistant setup (Device Owner).
- Lock screen. Set a PIN/password/pattern the child does not know. Safe Mode still requires holding a volume key at boot on most phones, but they cannot stay in a useful state if they cannot unlock.
- Remove Guest / extra users. Settings → Users (or System → Multiple users). Delete Guest if it exists so the child cannot switch to an unprotected user.
- Standard Device Admin is not enough. A determined child can disable Device Admin from Settings. That is an Android limit, not a Safe Lagoon bug.
